How do an AI vendor distill another vendor’s model

We often heard American AI frontier model vendors, noticeably Anthropic, accuse their/its chinese competitors “started by distill our model which we have spent a lot of investment” with implication that somehow their more efficient chinese competitors “stole” from them. I understand that you can distill a model when it is open-sourced, like most of the chinese vendors do. But for a vendor like Anthropic, OpenAI, whose model has never open sourced, how do their competitors distill their models?
